Chung Chi Chou, PhD
Founder, President and Board Member
Dr. Chou was born in Taiwan and received his bachelor degree in Chemical Engineering from National Chung Kung University in Taiwan, a doctorate in Physical Chemistry from Baylor University, Texas, USA in 1968, and began his long career at Domino Sugar Corporation focusing in development and implementation of new processes and analytical methods. In fact about 70 % of new technologies in these field currently in use in the world sugar refining industry were directly or indirectly developed under his supervision at Domino Sugar Corporation. He has been a visiting/research professor of South China University of Technology since 1993, an adjunct professor at Louisiana State University (USA) between 1993 to 1999, and a lecturer at the Cane Refiner's Institute of Nicholls State University, LA, USA since 1986. In his over forty years of professional career, Dr. Chou has served as chairman, president, board members of various national and international technical organizations andreceived many awards including the Sugar Industry Technologists, Inc. (SIT) Meade Award twice, the prestigious SIT Crystal Award, and NineSigma highest 2008 technical merit award.
He has inherited from his mother a passion to do his small share in his own small way to make the world just a little bit better for the less fortunate. He is the founder and the president of Wellbrook foundation since 1989 focusing in education, particularly for developing countries.
For “Pro Bono” based “transfer of technologies to next generation programs”, he has authored and edited a) 12th edition of Cane Sugar Handbook (about 1000 pages), b) the 1st edition of Handbook of Sugar Refining (about 800 pages) , both published by the world renowned John Wiley & Sons, Inc. of New York. All his share of royalty of the above two handbooks are donated to Wellbrook foundation. He has also published over 65 original research papers in the field of sugar and sugar related science and technology, and presented research papers and lectures in sugar technologies and management in 25 countries over the years
In May of 2009, He was awarded a proclamation by Mr. Steve Levy, the county executive of the county of Suffolk, New York, in appreciation for his many exceptional achievements, outstanding contributions and philanthropic support of the less fortunate.
Jim Yih-Jin Young, PhD
Board Member
Dr. Jim Yih-Jin Young received his bachelor's degree in Sociology from National Taiwan University in 1987. He came to the United States to obtain his master and Ph.D. in Sociology at the University of Washington, Seattle, Washington. After graduation from University of Washington, he taught there for two years. He is currently a professor of sociology at Nassau Community College, Garden City, New York. He also teaches adjunct courses at Suffolk County Community College, Brentwood, New York.
Dr. Young's biography has been included in the Marquis Who's Who in America 2010 (the directoryThe New York Times called "that venerable guide to American achievement"). In 2008, his biography was included in the Who's Who Among America's Teachers. He co-authored Hands on Sociology with Dr. William Feigelman (3rd edition, Allyn and Bacon), and has published in professional Journal as well as in Encyclopedia of Sociology.
He has had extensive involvement with community services. He served as the Advisor of the Taiwanese American Association on Long Island (TAALI) from 2007 to 2009 and was the President of the TAALI in 2007 and vice President in 2006.
He has been a Board member of the Suffolk County Executive's Asian American Advisory Board (AAAB, www.scaaab.org) since 2005. He served as the Chair of the Board between 2007 and 2009. Currently he is the Emeritus Chair of the Board. In addition, he holds the title of Treasurer for AAAB. In addition, he has been appointed an Honorable position of of Coordinator by Overseas Compatriot Affairs Commission, R.O.C Minsters Yin-Yi Wu and Fu-Mei Chang since 2007. He joins the Board of Director for Wellbrook Foundation since March 2010.
Ramon L. Villongco, MBA
Board Member and Director of Scholarship Programs
Born in Manila, Philippines, Ramon came to the United States in 1982 and received his Master of Business Administration at Dowling College, Oakdale, New York. Ramon holds over 20 years of marketing and management experience and with over 15 years in college administration, student services, enrollment services, both undergraduate and graduate and international admissions experience.
In Manila, Philippines -- Ramon served as a Barangay Councilman in Barangay Matahalib in Quezon City, under the leadership of the late Barangay Captain and Movie Actress Alicia Vergel. During his younger years, Ramon did his internship at Radio Veritas Philippines, DWRV 846 khz in Fairview, Quezon City were he worked closely with a Public Service program called "Buklod Bayan Program". Radio Veritas Philippines was under the leadership of the late Fr. Sonny Ramirez, O.P. and Program Director, Orly Punzalan, Jr.
During this period, Ramon has learned the ins and outs of radio broadcasting and public service. This is were Ramon got his energy, passion and enthusiasm in helping other people in the Philippines, specially those who are experiencing personal, financial or emotional crisis in need of the basic necessities such as food, clothing, shelter, medical, dental, hospital, funeral arrangements and much more.
Ramon joined the Asian American Advisory Board (www.scaaab.org) in 2006 and has been elected as the Chairman of the Suffolk County Executive's Asian American Advisory Board for 2009 to 2011. Ramon was reelected again for two more consecutive years from 2013 to 2015. Ramon is an active community leader and a Board of Director of a 32 year old organization with the Tanglaw Filipino-American Society of Long Island, New York, Inc. (www.tanglaw.org), Filipino Children's Fund, Inc., New York Veteran's Police Association, Organization of Chinese Association of Long Island (OCALI) and the Sto Nino Prayer of Group Suffolk. Beside his favorite hobby in fishing, crabing and water sports, Ramon is also a creative web developer & webmaster. He manages several non-for-profit website organizations in the United States and in the Philippines.
Ramon's special projects includes the Annual Asian Pacific American Heritage Month Celebration, Community Health Fairs (Medical and Dental Mission), Dancing With the Community (Haiti Relief Fund Drive), Prayer Vigil for Comfort and Hope to the Earthquake and Tsunami Victims in Japan, "Operating Tulong" to help the victims of "Typhoon Ondoy" in the Philippines and facilitated over $2 million dollars of medical and healthcare supplies donated by the Catholic Medical Mission Board (CMMB) for the Typhoon Washi (Sendong victims) in northern Mindanao in the Philippines.
Chiou Yng Chou

Chiou recieved her Bachelors degree of Chemical Engineering at the Cheng Kung University in Taiwan, 1959. She has accounting service and experience at Suffolk County of the State of New York for over 20 years and accounting service and experience at Formosan Mission Church of Long Island for about 10 years. She is the Secretary/Treasurer and Vice President, Dr. Chou Technologies, Inc. since 2001.
